In recent years there have been several studies of the post-Franco transition. Payne, a veteran historian of modern Spain, judges the time to be ripe for a fresh overview of the Franco regime itself. He focuses on the political history of the Franco years, with lesser attention to economic and other developments. Payne struggles to give the Franco of the Civil War every possible credit, assuming Republican bias on the part of the reader. He is less gentle with the regime in reporting on the repression and World War II periods. Stanley G. Payne is the Hilldale–Jaume Vicens Vives Professor of History Emeritus at the University of Wisconsin–Madison. His many books include Spain: A Unique History; Spain’s First Democracy: The Second Republic, 1931–1936; A History of Fascism, 1914–1945; and Fascism: Comparison and Definition, all published by the University of Wisconsin Press.

I haven't read it yet, but it looks as if it will be extremely interesting for a reader who lived in Spain for one year. (1963 - 1964)

Splendid, objective and well documented

[...]. However, since this is a book for the international market, I think that a praise in Amazon, made by an interested observer and born in Spain, should be more valuable.

Anyone interested in the recent history of Spain can reach a conclusion: Almost all the specialists lie.

There are different ways to lie:

One of them is having a previous political position and accepting, omitting or downplaying facts according to this position. Many specialists as Tuñón de Lara, Paul Preston, Ricardo de la Cierva, Pio Moa and some others could be under this chapter. Anyone familiar with the works of these writers can observe that the tendencies in some of them are opposite but they act in the same way. They have two different set of rules and the acceptability is defined depending on who performs the action to be analyzed.

Another way to lie can be involuntary: When someone writes about the own experience and, because of that, has a limited view of the reality, the final picture has only one side. That could be the case of Burnett Bolloten, Felix Schlayer, George Orwell and many others that write about their personal experience living in one side during the war. They cannot really know if similar actions happen in the other side and, thus, this is not commented and their picture of the situation could be strongly deviated.

The third one is worse since the writes lies in the name of the objectivity. The writer tries to keep a neutral position having in every single situation the same distance from both sides and, thus, forgetting who is in every case the killer and who is the victim.

Payne is different...and better. He tries to be objective but, in doing so, he does not confuse objectivity with equidistance. He tries to attach the objectivity to the facts and that's why he can critizice one side and, at a different moment, can criticize the other side.

Perhaps, Payne could be criticized about the name of the book. He starts before 1936. The book is not a biography of Franco but speaks even about his childhood. Once Franco starts to be a political and military leader, Payne gets more centered at his political activity.

Franco, as described by Payne, is not the kind of moron and grey character that many specialists have been drawing for years. Actually, he is presented as a very interesting man, able to outsmart his many opponents even when his appearance was far from attractive.

However, the book is not a favorable praise of Franco. Payne tries to explain what happened and why and, to understand that, a half-stupid Franco should leave many issues unexplained.

During the Civil War, both sides were critiziced from abroad due to the huge number of assassinations. The dynamics of this moment or what were the forces during the II World War and the resulting position for Franco and for Spain cannot be understood without studying the character, changes and actions of the main actor.

I would like to finish with a personal remark: After reading many books from very different writers about Spain during the XX century, I can say that this book has been clarifying for me in some previously unexplained issues.

Excellent Scholarship

This is a very thorough, carefully referenced, and clearly written narrative and analysis of Franco's tenure as the autocrat of Spain. Payne begins with a concise introduction to the relevant background of Spanish politics and the origins of the Civil War, providing a nice overview of the major ideological currents and which of these currents is likely to have had the greatest influence on Franco. Payne's discussion of the origin of the Civil War is probably the most controversial part of the book. His position, laid out extensively in a prior book is that the actions of the Spanish Leftist and Radical parties were the primary contributors to the demise of the Second Republic. Payne's points are well taken but other scholars have tended to emphasize the role of the right in destabilizing the Second Republic. Payne then provides a nice overview of the Civil War, concentrating on the politics of the Nationalist side, the development of Nationalist ideology, and Franco's role as the eventual leader of the Nationalist movement. The narrative of Franco's participation in and leadership of the Nationalist cause shows the qualities that characterize his whole career as the Dictator of Spain. Cautious, thorough, tenacious once committed but politically flexible, and a very good judge of subordinates. The Nationalist triumph in the Civil War derived to a large extent from Franco's military professionalism. While certainly not an outstanding commander, his competence and the unity command inherent in having a single leader gave the Nationalists a substantial advantage over the Republicans. Payne divides the subsequent regime into 3 phases. The initial consolidation of power and semi-fascist phase, a period of authoritarian nationalism with a strong emphasis on Catholic traditionalism, and the final relative reformist phase from about 1960 to Franco's death. Each of these phases is discussed well with a good balance of narration and analysis of the underlying currents. Payne does a particularly nice job of tracing the tortuous history of internal regime politics and the impact of external events on the regime. Franco emerges as an unusually capable politician who was able to balance competing groups within his regime and willing to make key compromises when necessary. At the end of the 1950s, it became clear that the regime's economic policies were total failures. Franco had the flexibility to accede to marked changes in policy that played a major role in Spain's subsequent remarkable economic development. Payne is thorough, dispassionate, and makes judgements free of rightist or leftist cliches.
